Things to Consider When Deciding Whether to Join The Navy
Enlisted Commissioning Programs

Like the other services, the Navy offers a chance for qualified enlisted sailors to finish college and earn a commission as a Naval Officer. Until a few years ago, the Navy had a large variety of enlisted commissioning programs, including:

  • Seaman to Admiral
  • Enlisted Commissioning Program (ECP)
  • Aviation Enlisted Commissioning Program (AECP)
  • Nuclear Enlisted Commissioning Program (NECP)
  • Civil Engineer Corps Enlisted Commissioning Program (CECECP)
  • Fleet Accession to Naval Reserve Officer Training Corps (NROTC) (Includes Nurse Option)
  • Broadened Opportunity for Officer Selection and Training (BOOST)

All of these programs had different procedures and selection standards which became somewhat confusing. So, Navy lumped all of their enlisted commissioning programs under one massive program, called STA-21. Under STA-21, Sailors have a variety of options to help them complete their bachelor's degree and be commissioned as an officer in the United States Navy.

Qualified enlisted sailors with the prerequisite experience in their Navy job, can also apply for a commission as a Navy Warrant Officer or Limited Duty Officer (LDO).
