Definition: (DOD) The facilities, equipment, communications, procedures, and personnel essential to theater-level and below-theater-level commanders for planning, directing, and controlling operations of assigned and attached forces pursuant to the mission assigned and which provide for the conveyance and/or exchange of data and information from one person or force to another.
