counterdrug nonoperational support

Definition: (DOD) Support provided to law enforcement agencies/host nations which includes loan or lease of equipment without operators, use of facilities (such as buildings, training areas, and ranges), training conducted in formal schools, transfer of excess equipment, or other support provided by the Services from forces not assigned or made available to the combatant commanders.
