Definition: (DOD) Counterintelligence investigations establish the elements of proof for prosecution or administrative action. Counterintelligence investigations can provide a basis for or be developed from conducting counterintelligence operations. Counterintelligence investigations are conducted against individuals or groups suspected of committing acts of espionage, sabotage, sedition, subversion, terrorism, and other major security violations as well as failure to follow Defense agency and military Service directives governing reporting of contacts with foreign citizens and "out-of-channel" requests for defense information. Counterintelligence investigations provide military commanders and policymakers with information used to eliminate security vulnerabilities and otherwise to improve the security posture of threatened interests.
