Definition: (DOD) Activities performed by commanders, staffs, Department of Defense elements and units, and foreign military forces that (1) embrace the relationship between military forces and civil authorities and population in areas where military forces are present; and (2) involve application of civil affairs functional specialty skills, in areas normally the responsibility of civilian government, which enhance conduct of civil-military operations.
