Background

The World War I Victory Medal was implemented by the Army in War Department General Orders Number 48 of April 9, 1919 (which was replaced by War Department General Orders Number 83 of June 30, 1919). It was implemented for the Navy by Navy Department General Orders Number 482 of July 30, 1919. The 14 Allied Nations choose a single ribbon and each Nation was to choose their own medallion design. The U.S. Victory Medal was designed by Mr. James E. Fraser. The ribbon pattern used for the Victory Medal is used in thirteen streamers shown on the Army flag to stand for World War I service. The inscriptions for the streamers shown on the Army flag are listed in Army Regulation 840-10.
