The World War II Victory Medal was established by Act of Congress (Public Law 135, 79th Congress) on 6 July 1945 and announced by Section V, War Department Bulletin 12, 1945.
On 5 February 1946, the Secretary of War approved the medal design of Mr. Thomas H. Jones.
The Congressional authorization for the World War II Victory Medal included members of the Armed Forces of the Government of the Philippine Islands. It also gave the ending date would be the date of the termination of hostilities as pronounced by the President. President Truman officially ended the state of hostilities on 31 December 1946.
