Military Outstanding Voluntary Service Medal

Background
The Military Outstanding Volunteer Service Medal was established by Executive Order 12830 signed by President George Bush on 9 January 1993. Nadine Russell of the Army's Institute of Heraldry prepared the approved designed and submitted it to the Office of the Secretary of Defense on 12 April 1993. The design was approved 15 June 1993 by the Deputy Assistant Secretary of Defense of Military manpower and Personnel Policy.
