The Kuwait Liberation Medal was offered by the Government of Kuwait Council of Ministers to members of the Armed Forces of the United States Military by a letter dated 16 July 1994. The medal was accepted by Secretary of Defense William J. Perry per memorandum dated 16 March 1995.
The wear of foreign service medals is prescribed in Army Regulation 670-1. The Kuwait Liberation Medal from the Government of Kuwait will be worn immediately following the Kuwait Liberation Medal from the Government of Saudia Arabia.
