The Army Selective Re-Enlistment Bonus Program encourages soldiers who hold "shortage" MOSs (jobs) in the Army to re-enlist and receive a monetary bonus.
While re-enlistment bonus amounts are generally computed using "multipliers," based on the MOS and how many years one has been in the service, the Army has placed a "cap" on the maximum amounts authorized, based on how "critical" the MOS (job) is.
