"Stop Loss" is a program which allows the service to temporarily halt all separations and retirement during times of war, deployments, or National Emergency. The Army has issued a "Stop Loss" in conjunction with the "War on Terrorism." Below is the June 04 message issued concerning the Stop Loss Program for the Army:

IMPLEMENTATION OF ACTIVE ARMY (AA) STOP LOSS/STOP MOVEMENT PROGRAM FOR UNITS SCHEDULED TO DEPLOY OCONUS IN SUPPORT OF OIF AND OEF

REFERENCE: HQDA MESSAGE, DTG: 012010Z JUN 04 FROM DAPE-MPE, SUBJ: IMPLEMENT ACTIVE ARMY (AA) UNIT STOP LOSS (SL)/STOP MOVEMENT (SM) PROGRAM FOR UNITS SCHEDULED TO DEPLOY OCONUS TO PARTICIPATE IN FUTURE OIF AND OEF OPERATIONS
1. THE PURPOSE OF THIS MESSAGE IS TO PROVIDE THE PROCEDURAL GUIDANCE FOR IMPLEMENTATION OF THE AA UNIT SL/SM PROGRAMS AS APPROVED BY ASSISTANT SECRETARY OF THE ARMY ON 1 JUNE 2004, FOR UNITS DEPLOYING OCONUS IN SUPPORT OF OIF AND OEF OPERATIONS. THIS ELIMINATES THE REQUIREMENT TO OBTAIN STOP LOSS AND STOP MOVEMENT AUTHORITY FOR EACH DESIGNATED OIF/OEF DEPLOYMENT. FOR THE PURPOSE OF THIS MESSAGE, THE TERM ACTIVE ARMY MEANS THOSE UNITS OF THE ARMY NOT PART OF THE RESERVE COMPONENTS. THE TERM SOLDIER IS APPLICABLE TO BOTH ENLISTED AND OFFICER PERSONNEL UNLESS OTHERWISE SPECIFIED.
A. THIS SL/SM PROGRAM APPLIES TO ALL SOLDIERS ASSIGNED TO AA UNITS THAT ARE ALERTED TO DEPLOY OR ALREADY DEPLOYED IN SUPPORT OF OIF AND OEF OPERATIONS. FOR THOSE AA UNITS WHICH HAVE NOT ALREADY DEPLOYED IN SUPPORT OF OIF AND OEF, SL/SM WILL BEGIN 90 DAYS PRIOR TO THE EARLIEST ARRIVAL DATE (EAD) SPECIFIED IN THE JCS DEPLOYMENT ORDER (DEPORD)/EXECUTION ORDER (EXORD). THE AA UNIT SL/SM POLICY WILL NO LONGER BE TIED TO A SPECIFIC OIF/OEF NUMBER (E.G., OIF1/OEF5) AS IN THE PAST. STOP LOSS/STOP MOVEMENT WILL CONTINUE THROUGH THEIR UNIT REDEPLOYMENT TO ITS PERMANENT HOME STATION, PLUS A MAXIMUM OF 90 DAYS. THIS INCLUDES REAR DETACHMENT SOLDIERS (DEPLOYABLE AND NON-DEPLOYABLE) UNLESS OTHERWISE EXEMPTED PER PARAGRAPHS 6 AND 8 BELOW.
B. WHERE APPLICABLE, OCONUS ASSIGNED SOLDIERS WILL HAVE THEIR DEROS ADJUSTED TO THEIR UNIT REDEPLOYMENT DATE PLUS 90 DAYS. THE SERVICE REMAINING REQUIREMENT DESCRIBED IN TABLE 6-1, AR 614-30 TO BE PCS ELIGIBLE, IS WAIVED FOR SOLDIERS WHO HAD SUFFICIENT SERVICE REMAINING TO BE ELIGIBLE TO PCS TO CONUS ON THEIR ORIGINAL DEROS BUT BECAME INELIGIBLE BASED ON THE EXTENSION OF THEIR OVERSEAS TOURS.
C. THE 90-DAY MAXIMUM PERIOD FOLLOWING REDEPLOYMENT PERMITS SOLDIERS TO PROCESS FOR SEPARATION OR RETIREMENT FROM THE ARMY AND/OR A PERIOD OF STABILIZATION FOR THOSE SOLDIERS SCHEDULED TO PCS TO THEIR NEXT ASSIGNMENT. COMMANDERS MUST BE PRO-ACTIVE TO ENSURE THAT SOLDIERS COMPLETE REQUIRED SEPARATION ACTIONS AND/OR PCS REQUIREMENTS AND ALLOW THEM TO DEPART THE ORGANIZATION AS SOON AS POSSIBLE UPON REDEPLOYMENT WITHIN THE 90 DAYS.
D. AA SOLDIERS WHO WERE PREVIOUSLY AFFECTED BY THE ALL COMPONENT, 12-MONTH SKILL-BASED STOP LOSS PROGRAM OR ANY OF THE PREVIOUS AA UNIT STOP LOSS PROGRAMS ARE ALSO SUBJECT TO THE PROVISIONS OF THIS PROGRAM.
E. EFFECTIVE UPON IMPLEMENTATION DATE, AA SOLDIERS ON TRANSITION LEAVE, LEAVE ENROUTE IN CONJUNCTION WITH PCS, CLEARED THE INSTALLATION TRANSITIONS CENTER, OR WHO HAVE OFFICIALLY SHIPPED ANY PORTION OF THEIR HOUSEHOLD GOODS WILL NOT BE SUBJECT TO THIS STOP LOSS/STOP MOVE PROGRAM.
2. REAR DETACHMENT IDENTIFICATION AND UIC REPORTING REQUIREMENTS.
A. ACCOUNTING FOR SOLDIERS WHO DO NOT DEPLOY: CONUS AND OCONUS UNITS SHOULD BEGIN IMMEDIATELY, BUT NOT LATER THAN 60 DAYS PRIOR TO DEPLOYMENT, ASSIGNING REAR DETACHMENT CADRE SOLDIERS (CAN BE EITHER DEPLOYABLE OR NON-DEPLOYABLE) INTO ONE DESIGNATED DERIVATIVE UIC. ALL OTHER NON-CADRE NON-DEPLOYABLE SOLDIERS WILL BE ASSIGNED TO A SECOND DESIGNATED DERIVATIVE UIC (SEE PARA 2B FOR REPORTING INSTRUCTIONS). INBOUND SOLDIERS ARRIVING AFTER THE UNITS DEPLOYMENT WILL BE ASSIGNED INTO ONE OF THE TWO REAR DERIVATIVE UICS (AS APPROPRIATE). HOWEVER, AFTER 60 DAYS, DEPLOYABLE SOLDIERS IN THE REAR WHO ARE NOT CALLED FORWARD AND WHO EXCEED THE NORMAL 2% REAR DETACHMENT CADRE STRENGTH WILL BE CONSIDERED AS ASSIGNMENT ELIGIBLE BY HRC.
B. UIC REPORTING:
(1) IN ORDER TO PROPERLY AND EFFICIENTLY EXECUTE STOP LOSS/STOP MOVE POLICY, MACOMS/FORCE PROVIDERS WILL IMMEDIATELY PROVIDE CDR, US ARMY HUMAN RESOURCES COMMAND (HRC) DCSOPS MOBILIZATION DIVISION (AHRC-PLO), THE 6-DIGIT UIC (TO INCLUDE THE DESIGNATED DERIVATIVE UIC FOR REAR DETACHMENT AND THE DESIGNATED DERIVATIVE UIC FOR NON-DEPLOYABLES), UNIT DESCRIPTION, MACOM, MAJOR SUBORDINATE COMMAND (MSC), COMPONENT, OPERATIONAL NAME, DATE OF PROJECTED DEPLOYMENT, AND DATE OF PROJECTED REDEPLOYMENT. PROVIDE THE LOWEST LEVEL UIC WHEN POSSIBLE (E.G., A0 AS OPPOSED TO PARENT LEVEL AA). WHEN REPORTING A DERIVATIVE UIC CREATED TO SUPPORT THE OPERATION, INDICATE SUCH TO AVOID INVALID REJECTION.
(2) MACOMS/FORCE PROVIDERS MUST PROVIDE THIS INFORMATION PROMPTLY TO CDR, HRC, ATTN: AHRC-PLO, UPON SELECTION OF UNITS FOR DEPLOYMENT. MACOMS/FORCE PROVIDERS FAILURE TO PROVIDE REQUESTED DOCUMENTATION MAY DELAY IMPLEMENTATION OF THE AA UNIT STOP LOSS/STOP MOVEMENT PROGRAM.
(3) AFTER THE UNIT REDEPLOYS AND THEIR 90 DAY STABILIZATION ENDS, CORPS/DIVISION G1 OR MACOM SHALL REQUEST REMOVAL OF THE UNITS UIC FROM THE LIST. MACOMS WILL PROVIDE THE FOLLOWING INFORMATION FOR EACH UNIT: MACOM, MAJOR SUBORDINATE COMMAND (MSC), COMPANY LEVEL UIC, COMPONENT, OPERATION NAME, AND DATE OF REDEPLOYMENT. UICS MUST BE LISTED BY BRIGADE COMBAT TEAM, TASK ORGANIZATION, OR BY DIVISION FOR DIVISIONAL ASSETS.
(4) EACH MACOM HQ MUST DESIGNATE WITHIN 48 HOURS OF RECEIPT OF THIS MESSAGE TO HRC DCSOPS, A SINGLE POC TO PROVIDE CONSOLIDATED MACOM INFORMATION. THIS INFORMATION IS TO BE PROVIDED WEEKLY TO HRC DCSOPS VIA SIPRNET E-MAIL: MOB@HOFFMAN.ARMY.SMIL.MIL.

3. MANNING GUIDANCE. STOP MOVE/STOP LOSS WILL MINIMIZE INDIVIDUAL REPLACEMENTS. HRC WILL PROGRAM INDIVIDUAL REPLACEMENTS AS REQUIRED BY ASSIGNMENT TO HOME STATION (KOREA EXCLUDED). MACOMS WILL BE REQUIRED TO COORDINATE MOVEMENT OF REPLACEMENTS FORWARD FROM HOME STATION TO THEATER. LOSSES OF KEY SKILL/CRITICAL LEADERS, WHICH CANNOT BE FILLED BY THE DEPLOYING UNIT, WILL BE REPLACED INDIVIDUALLY, BY EXCEPTION. A KEY/CRITICAL POSITION IS DEFINED AS A UNIQUE POSITION IN A UNIT WHERE ELEVATING A SUBORDINATE TO THE VACATED POSITION IS NOT POSSIBLE OR IS INAPPROPRIATE.
4. ENLISTED SOLDIER ACTIONS.
A. ASSIGNMENT ACTIONS:
(1) SOLDIERS IN AFFECTED UNITS WITH NON-REENLISTMENT ASSIGNMENT INSTRUCTION (AI) REPORTING DATES PRIOR TO REDEPLOYMENT DATE PLUS 90 DAYS WHO DO NOT MEET EXEMPTION CRITERIA IN PARA 6 WILL HAVE AI DELETED.
(2) SOLDIERS CURRENTLY ON REENLISTMENT ASSIGNMENT WILL BE DEFERRED BY HRC TO THE UNITS REDEPLOYMENT PLUS 90 DAYS.
B. ETS DATE ADJUSTMENT/RETIREMENT AND SEPARATION ACTIONS:
(1) SOLDIERS IN UNITS AFFECTED BY THIS STOP LOSS ACTION WITH AN ETS EARLIER THAN 90 DAYS AFTER UNIT REDEPLOYMENT WILL HAVE ETS DATES ADJUSTED TO REDEPLOYMENT PLUS 90 DAYS BY HRC. HOWEVER, LOCAL COMMANDERS (LTC OR ABOVE) MAY AUTHORIZE EARLY RELEASE OF SOLDIERS AFTER REDEPLOYMENT PROVIDED THE SOLDIER REQUESTS EARLY RELEASE AND HAS COMPLETED ALL TRANSITION PROCESSING, TO INCLUDE COUNSELING BY THE RESERVE COMPONENT CAREER COUNSELOR. UPON APPROVAL, ADJUSTMENTS TO ETS DATES MUST BE COORDINATED WITH THE INSTALLATION RETENTION OFFICE, WHICH HAS THE CAPABILITY VIA THE RETAIN SYSTEM TO ADJUST ETS DATES. SOLDIERS ARE NOT AUTHORIZED TO BE RELEASED EARLIER THAN THEIR CONTRACTUAL ETS DATE.
(2) SOLDIERS' ETS DATES AND DELAY IN SEPARATION REASON CODE (DLSEPR) "S" (STOP LOSS) WILL BE CHANGED IN THE TAPDB BY HRC. THESE CHANGES WILL BE AUTOMATICALLY POSTED TO THE DEFENSE JOINT MILITARY PAY SYSTEMS (DJMS), THE DEFENSE ENROLLMENT ELIGIBILITY REPORTING SYSTEM (DEERS), AND EMILPO. INSTALLATIONS SHOULD SEE ETS DATES CHANGE IN EMILPO NOT LATER THAN 10 DAYS AFTER THE EFFECTIVE DATE OF STOP LOSS OR WITHIN 10 DAYS AFTER HRC HAS BEEN NOTIFIED OF THE UNITS DEPLOYMENT/REDEPLOYMENT DATE. COMMANDERS AND INSTALLATIONS WILL NEED TO SPECIALLY MANAGE THESE SOLDIERS TO ENSURE THEY DO NOT SEPARATE PRIOR TO THE TERMINATION OF STOP LOSS WITHOUT COMMAND APPROVAL.
(3) SOLDIERS ASSIGNED TO THE UNIT AS INDIVIDUAL REPLACEMENTS AFTER THE EFFECTIVE DATE WILL BE SUBJECT TO THE AA UNIT STOP LOSS/STOP MOVEMENT PROVISIONS AND WILL HAVE THEIR ETS ADJUSTED ACCORDINGLY.
(4) SOLDIERS WITH ETS DATE ADJUSTMENT CONCERNS SHOULD BE REFERRED TO THEIR SERVICING CAREER COUNSELOR FOR ASSISTANCE. CAREER COUNSELORS HAVE BEEN PROVIDED GUIDANCE ON UPDATING ETS/RETIREMENT DATES FOR ENLISTED SOLDIERS SUBJECT TO STOP LOSS.
(5) SOLDIERS WITH APPROVED RETIREMENT/SEPARATION DATES WILL HAVE THEIR SEPARATION ORDERS AMENDED BY THEIR INSTALLATION AND A NEW SEPARATION DATE OF REDEPLOYMENT DATE PLUS 90 DAYS UNLESS THE RETIREMENT/SEPARATION IS MANDATED BY STATUTE. INSTALLATIONS WILL ENSURE ASSIGNMENT ELIGIBILITY AND AVAILABILITY (AEA) TERMINATION DATES (YMAEAT) ARE ADJUSTED TO REFLECT REDEPLOYMENT PLUS 90 DAYS. SEE PARA 6 FOR EXEMPTIONS AND PARA 8 FOR COMMAND EXCEPTION REQUEST PROCEDURES.
C. TRAINING INFORMATION:
(1) SOLDIERS SCHEDULED FOR NCOES TRAINING WILL ATTEND PRIOR TO OR POST DEPLOYMENT.
(2) SOLDIERS SUBJECT TO UNIT STOP LOSS WILL REMAIN COMPETITIVE FOR PROMOTION AND SCHOOL SELECTION BY A HQDA CENTRALIZED SELECTION BOARD IAW AR 600-8-19 AND ELIGIBILITY GUIDANCE.
D. REDEPLOYMENT PREPARATION:
(1) NON-REENLISTMENT OR NON-RECLASSIFICATION. UPON ESTABLISHMENT OF A REDEPLOYMENT DATE, HRC-EPMD WILL BEGIN SELECTING SOLDIERS FOR ASSIGNMENT AT 4 MONTHS PRIOR TO REDEPLOYMENT DATE. ASSIGNMENT REPORTING DATES WILL BE ESTABLISHED NET 90 DAYS BEYOND THE REDEPLOYMENT DATE.
(2) REENLISTMENT OR RECLASSIFICATION. CAREER COUNSELORS WILL IDENTIFY SOLDIERS WHO REQUIRE RESCHEDULING OF TRAINING 90 DAYS PRIOR TO REDEPLOYMENT AND PROVIDE INFORMATION TO HRC (AHRC-EPR).
(3) SOLDIERS MAY WAIVE PCS STABILIZATION IN ORDER TO ACCEPT ASSIGNMENT, SCHOOLING, OR REENLISTMENT OPPORTUNITIES. ENLISTED SOLDIERS WHO WANT TO WAIVE THEIR POST DEPLOYMENT 90 DAY STABILIZATION PERIOD AND PCS MAY REQUEST A WAIVER THROUGH THE CHAIN OF COMMAND TO THE FIRST LTC-COMMANDER FOR APPROVAL. EARLY REPORTING IS AUTHORIZED PROVIDED SOLDIER HAS FINISHED PCS REQUIREMENTS AND THE COMMANDER HAS APPROVED THE WAIVER. THIS WILL BE INCLUDED IN A SPECIAL INSTRUCTION AND TRANSMITTED WITH THE EDAS ASSIGNMENT CYCLE.
5. OFFICERS (COMMISSIONED AND WARRANT) ACTIONS:
A. OFFICERS AND WARRANT OFFICERS WHO ARE CURRENTLY ON ASSIGNMENT INSTRUCTIONS WILL BE DELETED, DEFERRED, OR HAVE THEIR DEROS ADJUSTED BY HRC OPMD AS COORDINATED WITH LOCAL COMMANDERS. DEFERRED ASSIGNMENT INSTRUCTIONS WILL HAVE A REPORT DATE NET THE UNIT REDEPLOYMENT DATE PLUS 90 DAYS. OFFICERS WHO WANT TO WAIVE THEIR POST DEPLOYMENT 90 DAY STABILIZATION PERIOD AND PCS ON AI MAY REQUEST A WAIVER THROUGH THE FIRST COL (O6) IN THEIR CHAIN OF COMMAND. COMMANDERS WILL PROVIDE OPMD, HRC (AHRC-OPD-M) A CONSOLIDATED LIST OF OFFICERS REQUESTING 90 DAY PCS STABILIZATION WAIVERS TO ENSURE AI FOR THESE OFFICERS ARE NOT DELETED/DEFERRED. OFFICERS NOT ON ASSIGNMENT INSTRUCTIONS (AI) BUT ASSIGNED TO AN AFFECTED UNIT WILL BE STABILIZED WITH THE UNIT THROUGH REDEPLOYMENT PLUS 90 DAYS. ANY NEW ASSIGNMENT INSTRUCTIONS WILL HAVE A REPORT DATE NOT EARLIER THAN (NET) THE UNIT REDEPLOYMENT DATE PLUS 90 DAYS.
B. OFFICERS SCHEDULED FOR OES TRAINING WILL ATTEND PRIOR TO OR POST DEPLOYMENT.
C. OFFICERS SUBJECT TO THIS STOP LOSS / STOP MOVE PROGRAM ARE NOT ELIGIBLE TO APPLY FOR THE ARMY NATIONAL GUARD COMBAT REFORM INITIATIVE PROGRAM (ANGCRI) UNLESS REQUESTED SEPARATION DATE IS LATER THAN REDEPLOYMENT PLUS 90 DAYS.
D. THE RETIREMENT, REFRAD, RESIGNATION OR DISCHARGE OF AN OFFICER WHO HAS TWICE FAILED SELECTION FOR PROMOTION AND WHO HAS DECLINED SELECTIVE CONTINUATION AFTER BEING OFFERED SUCH CONTINUATION WILL BE TREATED AS A VOLUNTARY RETIREMENT, REFRAD, RESIGNATION OR DISCHARGE FOR THE SPECIFIC PURPOSES OF THIS MESSAGE, THUS, STOP LOSS WILL APPLY. UNIT STOP LOSS DOES NOT APPLY TO OFFICERS TWICE NON-SELECTED FOR PROMOTION WHO ARE NOT SUBSEQUENTLY SELECTIVELY CONTINUED FOR FURTHER SERVICE ON ACTIVE DUTY. STOP LOSS WILL ALSO NOT APPLY TO OFFICERS WHO ARE TWICE NONSELECTED FOR PROMOTION AND ARE SELECTED FOR SELCON BUT HAVE ALREADY CONDUCTED FINAL OUTPROCESSING ON OR BEFORE THE EFFECTIVE DATE OF THIS ITERATION OF AA UNIT STOP LOSS.
E. FOR OFFICERS WITHOUT AN EXPIRATION OF CURRENT SERVICE DATE (ECUR), NO ACTION IS NECESSARY TO RETAIN ON ACTIVE DUTY (EXCEPT AS NOTED IN PARA 8). THOSE OFFICERS WITH APPROVED RETIREMENT/REFRAD/RESIGNATION/ DISCHARGE DATES WILL HAVE THEIR ORDERS AMENDED BY THEIR INSTALLATION TO A DATE 90 DAYS AFTER REDEPLOYMENT UNLESS THE RETIREMENT OR SEPARATION IS MANDATED BY STATUTE. HOWEVER, LOCAL COMMANDERS (COL OR ABOVE) MAY REQUEST EARLY RELEASE OF OFFICERS AFTER REDEPLOYMENT PROVIDED THE OFFICER REQUESTS EARLY RELEASE AND HAS COMPLETED ALL TRANSITION PROCESSING. SUBMIT REQUESTS TO COMMANDER HRC, ATTN: (AHRC-PDT-PM), 200 STOVALL STREET, ALEXANDRIA, VA 22332. SEE PARA 6 FOR EXEMPTIONS AND PARA 8 FOR COMMAND EXCEPTION REQUEST PROCEDURES.
F. FOR OFFICERS WITH AN ECUR DATE, THE ECUR DATE WILL BE CHANGED TO REDEPLOYMENT PLUS 90 DAYS IN THE TAPDB BY HRC. OFFICERS' ECUR DATES AND DELAY IN SEPARATION REASON CODE (DLSEPR) S (STOP LOSS) WILL BE CHANGED IN THE TAPDB BY HRC. THESE CHANGES WILL BE AUTOMATICALLY POSTED TO THE DJMS, DEERS, AND EMILPO. INSTALLATIONS SHOULD SEE ECUR DATES CHANGE IN EMILPO NOT LATER THAN 10 DAYS AFTER THE EFFECTIVE DATE OF STOP LOSS OR WITHIN 10 DAYS AFTER HRC HAS BEEN NOTIFIED OF THE UNITS REDEPLOYMENT DATE. COMMANDERS AND INSTALLATIONS WILL NEED TO SPECIALLY MANAGE THEIR OFFICERS AFFECTED BY STOP LOSS TO ENSURE THEY DO NOT SEPARATE PRIOR TO THE TERMINATION OF STOP LOSS WITHOUT COMMAND APPROVAL.
6. SOLDIERS EXEMPT FROM STOP LOSS/STOP MOVE. SOLDIERS IN THE FOLLOWING CATEGORIES ARE NOT SUBJECT TO STOP LOSS/STOP MOVE. DUE TO OPERATIONAL REQUIREMENTS (AS DETERMINED DURING PRE-STOP LOSS/STOP MOVE PLANNING PERIOD), ADDITIONAL EXEMPTIONS TO STOP MOVE MAY BE NECESSARY. CG, HRC WILL PUBLISH ADDITIONAL EXEMPTIONS VIA MILPER MESSAGE UPON APPROVAL OF THE DCS, G-1.
A. SOLDIERS ELIGIBLE FOR MANDATORY RETIREMENT. SOLDIERS WITH A MANDATORY RETIREMENT DATE WILL BE RETURNED TO HOME STATION 90 DAYS PRIOR TO SEPARATION OR RETIREMENT TO ENSURE SUFFICIENT TRANSITION PROCESSING. (NOTE: ENLISTED RETENTION CONTROL POINTS (RCP) ARE NOT MANDATORY RETIREMENTS, EXCEPT SOLDIERS WITH 30 YEARS AFS OR AGE 55).
B. SOLDIERS ELIGIBLE FOR DISABILITY RETIREMENT, SEPARATION FOR PHYSICAL DISABILITY, OR OTHER PHYSICAL CONDITIONS. THIS INCLUDES SOLDIERS WHO HAVE A PERMANENT 3 OR 4 PROFILE WHO ARE PENDING FINAL DECISION UNDER THE PDES (PHYSICAL DISABILITY EVALUATION SYSTEM).

9. EARLY RELEASE: WHEN A SOLDIER SUBMITS A REQUEST WITH A SEPARATION DATE AFTER THE REDEPLOYMENT DATE, (AFTER RETURNING TO HOME STATION, BUT BEFORE THE 90 DAY STABILIZATION ENDS), THE APPLICATION IS AN EARLY RELEASE.
A. ENLISTED SOLDIERS MAY REQUEST EARLY RELEASE THROUGH THE CHAIN OF COMMAND TO THE FIRST LTC-COMMANDER FOR APPROVAL. REQUESTS MUST STATE THAT THE SOLDIER HAS INITIATED ACAP SERVICES AND AT A MINIMUM COMPLETED THE MANDATORY PRE-SEPARATION COUNSELING (DD FORM 2648). COMMANDS WILL REPORT ALL APPROVED EARLY RELEASES TO THE INSTALLATION RETENTION OFFICE FOR ADJUSTMENTS TO ETS DATES. SOLDIERS WILL NOT BE RELEASED EARLIER THAN THEIR CONTRACTUAL ETS DATE.
B. OFFICER REQUESTS ARE ROUTED THROUGH THE CHAIN OF COMMAND TO THE FIRST COL-LEVEL COMMANDER AND THEN TO HRC, ATTN: AHRC-PDT-PM, FOR APPROVAL. JOHN BENEDICT AT FAX DSN 580-5337 OR COM (216) 522-5337) TO ENSURE ACTIVE DUTY PAY CONTINUES. ADDITIONALLY, FOR OFFICERS WHOSE PREVIOUS RETIREMENT OR SEPARATION APPROVAL WAS REVOKED OR AMENDED AS A RESULT OF STOP LOSS, FORWARD A COPY OF THE REVOKED/AMENDED ORDERS TO HRC, ATTN: AHRC-PDT-PM, FAX DSN 221-0874 OR COM (703) 325-0874 TO ENSURE SUBMISSION OF A NEW DATE IN TOPMIS. ADJUSTMENTS TO ENLISTED SOLDIERS RETIREMENT DATES WILL BE CHANGED BY THE INSTALLATION.
11. EMILPO ACTIONS PERSONNEL ACCOUNTING:
A. TEMPORARY CHANGES OF STATION (TCS). INDIVIDUAL REPLACEMENTS REASSIGNED IN TEMPORARY CHANGE OF STATION (TCS) STATUS WILL BE ASSIGNED USING ORDERS FORMAT 401. DO NOT SUBMIT DEPARTURE OR ARRIVAL ACTIONS IN EMILPO FOR TCS SOLDIERS. TCS SOLDIERS REMAIN ASSIGNED TO THEIR HOME STATION UNITS AND GAINING TCS COMMANDERS WILL ATTACH TCS SOLDIERS IN EMILPO. THE GAINING UNIT WILL ENSURE THE TCS ATTACHMENT REASON CODE D IS REPORTED IN THE ATTACHMENT ACTION. EMILPO RELEASE FROM ATTACHMENT ACTIONS WILL BE SUBMITTED WHEN SOLDIERS DEPART THE TCS UNIT. HOME STATION UNITS MUST SUBMIT EMILPO DUTY STATUS TDY ACTIONS FOR TCS SOLDIERS.
B. UNIT DEPLOYMENT. DEPLOYED UNITS REMAIN ASSIGNED TO HOME OR MOBILIZATION STATION. NO EMILPO PERSONNEL ACCOUNTING ACTIONS ARE AUTHORIZED TO RECORD UNIT DEPLOYMENTS AND REDEPLOYMENTS.
12. ASSIGNMENT/STABILIZATION POLICY: DEPARTMENT OF THE ARMY GOAL FOR BOTH PCS STABILIZATION AND STABILIZATION ON RETURN FROM DEPLOYMENT IS A MINIMUM OF 90 DAYS.
13. REENLISTMENT OPTIONS: SOLDIERS CURRENTLY DEPLOYED MAY REENLIST FOR ANY OPTION OTHERWISE QUALIFIED FOR. IF THE OPTION INVOLVES MOVEMENT OUT OF A UNIT, MOVEMENT DATE MUST BE 90 DAYS AFTER REDEPLOYMENT.
14. PERSTEMPO: THE ARMYS PERSTEMPO DATABASE IS THE OFFICIAL DATABASE OF RECORD FOR ALL DEPLOYMENTS. THE ACCURACY OF PERSTEMPO DATA IMPACTS DECISIONS AND PROCESSES THAT AFFECT INDIVIDUAL SOLDIERS AND THE ARMY AS A FIGHTING FORCE. AMONG OTHER THINGS, THE DATA WILL BE USED FOR ANALYSIS OF PERSONNEL ASSIGNMENTS, DEPLOYMENTS, AND FORCE STRUCTURE IMPACTS. COMMANDERS WILL ENSURE PERSTEMPO CLERKS ENTER THE PROPER DEPLOYMENT LOCATION DATA, NON-US/WORLDWIDE OR UNITED STATES, INTO THE APPLICATION AS THIS DIRECTLY AFFECTS THE SOLDIERS AEA CODE FOR STABILIZATION PURPOSES. THE PERSTEMPO APPLICATION IS THE OFFICIAL SYSTEM OF RECORD FOR INDIVIDUAL SOLDIER DEPLOYMENTS. WHEN THE DATA IS USED IN CONJUNCTION WITH OTHER ARMY SYSTEMS, IT ENABLES SOUND MANAGEMENT DECISIONS IN THE BEST INTERESTS OF SOLDIERS AND THE ARMY.
A. COMMANDERS WILL ENSURE THAT PERSTEMPO TRANSACTIONS ARE SUBMITTED IN PERSTEMPO. PERSTEMPO FORWARDS A DEPLOYMENT TRANSACTION TO THE HRC TOTAL ARMY PERSONNEL DATABASE (TAPDB) WHICH RECORDS DEPLOYMENT INFORMATION TO SOLDIERS TAPDB RECORD. FOR AA SOLDIERS, SUBMIT PERSTEMPO ACTIONS IN THE PERSTEMPO WEB APPLICATION. FOR AA SOLDIERS ASSIGNED TO CONUS AND DEPLOYED OVERSEAS, THE DEPLOYMENT TRANSACTION (WHEN PROCESSED) WILL AUTOMATICALLY ADJUST THE SOLDIERS AEA TO CODE N (DEPLOYED SOLDIER).
B. HIGH DEPLOYMENT PER DIEM (HDPD) WAIVER SUSPENSION REMAINS IN EFFECT. THE ACCUMULATION OF DEPLOYMENT DAYS FOR THE PURPOSES OF DETERMINING ELIGIBILITY FOR HDPD AND REQUIREMENTS FOR GENERAL OFFICER MANAGEMENT ARE SUSPENDED, HOWEVER, REQUIREMENTS TO TRACK AND REPORT PERSTEMPO REMAIN IN EFFECT.
C. REDEPLOYMENT ALL COMPONENTS, COMMANDERS MUST ENSURE THAT REDEPLOYMENTS AND SUBSEQUENT ADJUSTMENTS TO DEPLOYMENT PERIOD ARE PROPERLY REPORTED IN PERSTEMPO.
15. OTHER INFORMATION: THE FINAL APPROVAL AUTHORITY TO LIFT THE UNIT STOP LOSS IN PART OR IN TOTAL IS THE ASSISTANT SECRETARY OF THE ARMY (MANPOWER AND RESERVE AFFAIRS) (ASA-M&RA). APPROVAL TO LIFT STOP MOVEMENT RESTS WITH HQDA (DCS, G-1). AFTER UNIT MAIN BODY ONE REDEPLOYMENT, HQDA ASSIGNMENT AUTHORITIES (CDR, HRC, TJAG, CHAPLAIN) WILL ATTEMPT TO PROVIDE AT LEAST A 90 DAY PERIOD OF STABILIZATION BEFORE THE SOLDIER IS REQUIRED TO EXECUTE A PCS.
