- Your 2003 Military Pay and Benefits
The
House and the Senate have passed the FY2003 Defense Authorization Act
(HR 4546), and presented it to the President for his consideration on
November 26th. The President is expected to sign the act into law in early
December, with plenty of time to ensure that pay increases are seen by
military members in their January 15th paychecks. So,
what do Congress and the President have in store for you this year?

- Honoring All Who Served
Many
people confuse Memorial Day and Veterans Day. Memorial Day is a day for
remembering and honoring military personnel who died in the service of
their country, particularly those who died in battle or as a result of
wounds sustained in battle. While
those who died are also remembered on Veterans Day, Veterans Day is the
day set aside to thank and honor all those who served honorably in the
military - in wartime or peacetime.

Here we go
again. It now looks like military members are going to have to wait until
the very last minute before they know for sure whether or not they will
receive a pay raise on time, and what that raise will be. In
fact, the targeted pay raise that everyone has taken for granted for FY
2003 ultimately may not be approved at all, or may be approved months
late.

- Trick or Treat - Can Military Uniforms be Worn as Halloween Costumes?
On October 31st of each year, small children (and some not-so-small
'children') dress up in costumes and go door-to-door begging strangers
for candy. Some of these folks, both small and tall will be wearing replicas
of United States Military Uniforms. Is that legal? Can you dress up your

The Uniformed Services Employment and Reemployment Rights Act (USERRA)
was signed on October 13, 1994. The act provides employment and reemployment
rights for individuals who leave their jobs due to military service, whether

Part

138 is one of the most powerful rights under the Uniform Code of Military
Justice (UCMJ), but it is one of the rights least known and least used
by military personnel. Under Article 138 of the UCMJ, "any member of the
armed forces who believes himself [or herself] wronged by his [or her]
commanding officer" may request redress. If such redress is refused, a
complaint may be made and a superior officer must "examine into the complaint."
