Civilians on Military Equipment

After the news was released that one or more civilians may have been at the controls of a U.S. submarine which struck a Japanese fishing boat, Defense Secretary Donald H. Rumsfeld ordered a moratorium on allowing civilians at the controls of any military ship, aircraft or vehicle.

Does this moratorium go far enough?

Should civilians be allowed on any military equipment for "VIP" tours, or "Orientation Tours?"
