House Authorizes War Bonds: The House yesterday rushed through a bill authorizing the Treasury Department to issue war bonds to the public to help pay for relief operations and combating terrorism in the wake of the Sept. 11 attacks on the World Trade Center and Pentagon. The measure passed unanimously on a voice vote with only a handful of members on the floor after a parade of speakers in both parties said the legislation gave ordinary citizens a way to express their patriotism and get involved in the fight on terrorism. The Senate last month approved a similar measure as part of a bill funding the Treasury Department.
