House Panel OK's Foreign Aid Bill: WASHINGTON –– A House panel endorsed spending $15.2 billion in foreign aid next year, amid disputes over the size of funds to wage drug wars in South America, congressional meddling in foreign policy and President Bush's ban on aid to foreign pro-abortion groups. The $15.2 billion for fiscal 2002, which begins Oct. 1., represents a 2 percent increase over the current year and matches Bush's request.
