Defense Budget Focusses on People, Readiness, Vice Weapons: WASHINGTON – President Bush's first defense budget, finally submitted Wednesday, provides significant improvements in military personnel pay and benefits and in combat readiness. But it does little to start buying the new generation of weapons needed to transform the armed forces for future threats, or to retire the Cold War legacy systems.
