Diplomacy Over Deployment Says Powell: WASHINGTON — The United States remains strongly committed to using diplomacy for reducing tensions in Europe, like the unrest in Macedonia, without committing more troops to the troubled region, said Secretary of State Colin Powell. “Diplomatically” is not enough, said Sen. Gordon Smith, R-Ore. “NATO has become an auxiliary of the United Nations,” Smith said.“We’re debating whether it has become a society willing to substitute words for weapons,” Smith said. Powell appeared Wednesday before the Senate Foreign Relations Committee to discuss U.S. policy on the expansion of NATO in 2002 and the proposed missile defense system.
