Eligibility Requirements

Eligibility requirements and application procedures are published annually through NAVADMIN. 

- Be a U.S. Citizen.

- Have a superb performance record as well as strong academic potential.

- Commanding Officer's recommendation.

- Be a member of the U.S. Navy or Naval Reserve, including Training and Administration of Reserves (TAR) and Selective Reservist (SELRES) program at the time of application and have four years of active duty service in the U.S. Navy.

- Be in the paygrade of E-4 or above as of 30 September in the year of application. E-4 applicants must have scored a passing grade on the most recent E-5 advancement exam and must submit examination results documenting PNA with program application.

- Be at least 22 but have not yet reached their 27th birthday as of 30 September in the year of application.

- Have competitive scores on the Scholastic Aptitude Test (SAT) or American College Test (ACT). No minimum score is established however SAT combined math and verbal scores greater than 1000 or ACT combined English and Math greater than 42 are considered competitive. Contact your Career Counselor or Navy Campus Office for SAT/ACT testing. Test scores may be submitted directly to the Navy Personnel Command Selection Board by using release codes 2643 (SAT) or 4868 (ACT).

- Be physically qualified for appointment in the unrestricted line (URL). For eligibility and application purposes, the most common disqualifying conditions for URL are defective color vision, eyesight uncorrectable to 20/20, and applicant out of height/weight/body fat standards.

- Meet physical, height/weight and body fat standards at time of application through to commissioning.

- Be a high school graduate or have a GED Certificate.

- Have no record of conviction by court-martial, non-judicial punishment, or civil court for any offense other than minor traffic violations for two years as of 1 July the year of application. Driving under the influence (DUI) violations are not considered minor traffic violations and are disqualifying if they occurred within two years prior to application. Any substantiated drug or alcohol related incident while in an enlisted status is considered an aspect of an individual's performance and judgement and will be considered when assessing future leadership potential.

- Be of good moral character and unquestioned loyalty to the United States as determined by interview and investigation.

- Students in other officer accession programs are not eligible for the Seaman to Admiral Program.
