Education Requirements for Officers Commissioned through the Seaman to Admiral Program

Officers, commissioned through the Seaman to Admiral (STA) program, are scheduled for the educational phase of the program through coordination with their Community Managers and Detailers. CNET will notify STA officers to submit degree preferences, Scholastic Aptitude Test (SAT) and/or American College Test (ACT) scores, with high school/college transcripts for the university placement and degree approval process approximately 18 months prior to projected PCS to a selected university. Degree programs must be related to the unrestricted-line (URL) communities. 

A CNET placement board will review the documentation submitted. Based on this review and consistent with the needs of the Navy, the individual will be assigned to one of seven NROTC-affiliated universities co-located with major fleet concentration centers for the completion of a baccalaureate degree. The universities are:

Jacksonville: Jacksonville University

University of North Florida

Norfolk: Hampton University

Norfolk State University

Old Dominion University

San Diego: San Diego State University

University of San Diego

STA officers are strongly encouraged to view the web sites, which provide information on the degree programs available and application information. Once assigned to a university, the individual is responsible for completing the application and enrollment. Additional information on the application/enrollment process and NROTC unit point of contact will be provided with correspondence confirming placement. 

Individuals have a maximum of 36 months to complete a fully funded undergraduate degree in a major related to the unrestricted line (URL) communities. STA officers will be required to attend full-time and year-round, with an emphasis on earliest completion of degree requirements. Additionally, each will receive a $500 book allowance for each full school year and reimbursement of mandatory fees directly related to their undergraduate degree programs and school enrollment upon reporting to the NROTC unit.
