SPECIAL NOTES:

Note: The Navy Enlisted Classification (NEC) system, of which the NEC coding system is a part, supplements the enlisted rating structure in identifying personnel on active or inactive duty and billets in manpower authorizations. Rating series NECs identify billet requirements (skill/knowledge requirements) beyond the skill and knowledge that the general rating would provide. Rating series NECs are also assigned to an individual to show that the person has obtained certain skills or knowledge and is qualified for detailing to a billet requirement.

In other words, in the Navy, enlisted personnel have a rating (such as Hospital Corpsman -- HM), which comprises their general duties. When they receive specialized training (such as a Radiation Health Technician, NEC HM-8407), they would be assigned an NEC for that skill.
