The FLPP Program is intended to establish proficiency pay for foreign language skills. Foreign language duty assignments involve extraordinary efforts to learn and sustain foreign language skills which by nature are very perishable. FLPP is a monthly pay incentive designed to attain/retain a cadre of highly qualified personnel who are proficient in a foreign language.
