The enclosure sets forth Department of Defense policy for the handling of dissident activities by members of the armed forces. It seeks to balance the sometimes competing interests of a servicemember's right of expression and the maintenance of good order and discipline within a military unit or on a military installation. Specific guidelines addressing certain activities the armed forces have encountered are set forth in paragraph C5 of the enclosure.
