This Instruction, issued under the authority of DoD Directive 5106.1, March 14, 1983, implements the provisions of Secretary of Defense Memorandum, May 17, 1985 and Public Law 99-145, section 1223, November 8, 1985 to ensure the independence, objectivity, and effectiveness of the military criminal investigative organizations.
