This Instruction implements policy, assigns responsibilities, and prescribes procedures for National Guard and Reserve family programs, consistent with: Executive Order 12606, "The Family," September 2, 1987; DoD Directive, 1342.17, December 30, 1988; DoD Instruction 1342.19, July 13, 1992; DoD Instruction 1342.22, December 30, 1992. Does not establish any rights or remedies and may not be relied on by any person, organization, or other entity in an administrative or judicial proceeding or any other forum.
