This Instruction reissues DoD Directive 1304.25 (canceled), March 17, 1986, under the authority of Title 10, United States Code. Implements policy, and updates procedures and responsibilities under Sections 10145, 10146, 10204, 1203, and 651 of Title 10, United States Code for fulfillment of the statutory MSO.
