NARR/ REF A IS MARFORRES REQUEST FOR STOP LOSS. REF B CONTAINS STATUTORY PROVISIONS, SPECIFICALLY SECTIONS 123 AND 12305, REGARDING THE RETIREMENT AND SEPARATION OF MEMBERS OF THE ARMED FORCES WHO ARE ESSENTIAL TO THE NATIONAL SECURITY OF THE UNITED STATES. REF C IS SECDEF AUTHORIZATION TO SERVICE SECRETARIES TO SUSPEND PROVISIONS OF LAW AND POLICY RELATING TO RETIREMENT AND SEPARATION FOR ESSENTIAL PERSONNEL. REF D IS A MARINE CORPS REQUEST FOR AUTHORIZATION TO SUSPEND PROVISIONS OF LAW AND POLICY RELATING TO RETIREMENT AND SEPARATION FOR ESSENTIAL PERSONNEL. REF E IS SECNAV APPROVAL FOR THE LIMITED SUSPENSION OF LAW AND POLICY RELATING TO RETIREMENT AND SEPARATION FOR ESSENTIAL PERSONNEL. REF F IS MCO P1900.16F, MARINE CORPS SEPARATIONS MANUAL (MARCORSEPMAN). REF G IS MCO P1080.40C, THE MARINE CORPS TOTAL FORCE SYSTEM PERSONNEL REPORTING INSTRUCTIONS MANUAL (MCTFSPRIM).//

RMKS/1. BACKGROUND

A. AS REQUESTED AND PROVIDED FOR IN REFERENCES (A)THROUGH (E), THE SECRETARY OF THE NAVY HAS SUSPENDED THOSE PROVISIONS OF LAW AND DEPARTMENT OF THE NAVY (DON) POLICY RELATING TO RETIREMENT AND SEPARATION (INCLUDING TRANSFER TO THE IRR) FOR SPECIFIC MEMBERS OF THE MARINE CORPS ACTIVE AND RESERVE COMPONENT WHO ARE ESSENTIAL TO THE NATIONAL SECURITY OF THE UNITED STATES.

B. THE POLICY CONTAINED IN THIS MESSAGE INVOLUNTARILY EXTENDS THE DATE OF SEPARATION (EAS, EOS, ECC, RECC) FOR MARINE CORPS PERSONNEL UNDER THE AUTHORITY OF SECTION 12305 OF TITLE 10 OF THE UNITED STATES CODE (USC).

C. THE NORMAL PCS/PCA FLOW OF PERSONNEL IN AND OUT OF UNITS WITHIN THE MARINE CORPS WILL CONTINUE THROUGHOUT THE CURRENT NATIONAL EMERGENCY. THIS HEADQUARTERS WILL CONTINUE NORMAL PERSONNEL MANAGEMENT ROTATION CYCLES BASED UPON POLICIES CURRENTLY IN EFFECT.

D. HOWEVER, THE UNCERTAINTY OF THE CURRENT SITUATION DEMANDS THE RETENTION OF CERTAIN PERSONNEL TO MEET THE EMERGING NEEDS OF OUR NATION.

2. INTENT. THE INTENT OF THIS POLICY IS TO STABILIZE SEVERAL ENLISTED AND OFFICER SKILLS THAT ARE IN HIGH DEMAND AND SHORT SUPPLY. WE ACKNOWLEDGE THIS POLICY MAY EXPAND AS OUR INVOLVEMENT IN OPERATION ENDURING FREEDOM CONTINUES.

3. ACTION

A. UPON RECEIPT OF THIS MESSAGE, ALL COMMANDERS WILL APPLY THE PROVISIONS CONTAINED HEREIN TO MARINE CORPS PERSONNEL WHO MEET BOTH OF THE FOLLOWING CONDITIONS:

(1) POSSESS ONE OF THE FOLLOWING SKILLS: 6232 6242 7372 7382 7380 7556 7557

(2) INDICATE THEY WILL VOLUNTARILY SEPARATE FROM THE MARINE CORPS AFTER 1 FEB 02.

B. COMMANDERS MAY RELEASE MARINES WHO MEET THE CONDITIONS LISTED IN PAR 3A IF THE FIRST GENERAL OFFICER IN THE MARINES' CHAIN OF COMMAND DETERMINES IT IS IN THE BEST INTEREST OF THE UNITED STATES AND THE MARINE CORPS TO ALLOW THE MEMBER TO LEAVE ACTIVE SERVICE.

C. COMMANDERS WILL CONTINUE TO PROCESS AND SEPARATE, PER REFERENCE (F), THOSE MARINES WHO REQUEST AND ARE APPROVED FOR VOLUNTARY RETIREMENT.

D. COMMANDERS WILL CONTINUE TO PROCESS FOR DISCHARGE, PER REFERENCE (F), THOSE MARINES WHO ARE DENIED FURTHER SERVICE DUE TO REACHING SERVICE LIMITS, MANDATORY RETIREMENT OR REMOVAL DATES. ADDITIONALLY, COMMANDERS WILL CONTINUE TO SEPARATE MARINES FOR REASONS OF HARDSHIP, PHYSICAL DISABILITY, INVOLUNTARY ADMINISTRATIVE SEPARATION, OR VIOLATION OF THE UNIFORM CODE OF MILITARY JUSTICE (UCMJ). ANY REQUEST TO PROVIDE CONTINUED SERVICE FOR PERSONNEL IN THE CATEGORIES LISTED IN THIS PARAGRAPH SHALL BE FORWARDED EXPEDITIOUSLY TO CMC (MMSR). ONLY THE MOST EXCEPTIONAL CASES WILL BE CONSIDERED.

E. COMMANDERS WILL RELEASE MARINES AFFECTED BY THIS POLICY NO LATER THAN 6 MONTHS BEYOND THE MARINE'S ORIGINAL SEPARATION DATE.

4. ADMINISTRATIVE INSTRUCTIONS:

A. WHEN AUTHORIZED BY A COMMANDING GENERAL, THE REPORTING UNIT FOR THOSE MARINES MEETING THE CONDITIONS OF PAR 3(A) WILL REPORT INVOLUNTARY EXTENSIONS VIA NAVAL MESSAGE (FOR OFFICERS) AND UNIT DIARY (FOR ENLISTED). ADDITIONALLY, REPORTING UNITS FOR RESERVE MARINES MAY NOT CHANGE THE RESERVE COMPONENT CODE WITHOUT APPROVAL FROM COMMARFORRES.

B. FOR OFFICERS WHO HAVE SUBMITTED A REQUEST TO RESIGN AND HAVE RECEIVED AN APPROVED SEPARATION DATE AFTER 1 FEB 02, OMMANDERS WILL SUBMIT A NAVAL MESSAGE TO CMC (MMSR-3) AS SOON AS POSSIBLE REQUESTING THESE OFFICERS BE INVOLUNTARILY EXTENDED. UPON RECEIPT OF THIS MESSAGE, CMC (MMSR-3) WILL RUN A UNIT DIARY ENTRY TO REMOVE THE END OF CURRENT CONTRACT (ECC) DATE. COMMANDERS SHOULD CLOSELY MONITOR THEIR FEEDBACK REPORTS FOR THIS ENTRY.

C. FOR ENLISTED MARINES, COMMANDERS WILL RUN A UNIT DIARY ENTRY OF TTC 081 000 EAS COFGI FOR ACTIVE COMPONENT MARINES OR TTC 081 001 RESERVE ECC COGFI FOR SMCR MARINES PER PAR 30304(6) OF REF (G). THIS ACTION MUST OCCUR WITHIN 30 TO 90 DAYS PRIOR TO THE MARINE'S ECC. UNITS MUST WAIT TO REPORT THE INVOLUNTARY EXTENSION OF A MARINE UNTIL THE MARINE IS WITHIN 30 TO 90 DAYS OF ECC OR THE TRANSACTION WILL FAIL. COMMANDS WILL CONTACT THE APPROPRIATE SUPPORTING MISSO TO HANDLE THOSE CASES WHERE A MARINE'S EAS / RESERVE ECC IS UNDER 30 DAYS. AFTER THE EAS COFGI TRANSACTION HAS POSTED TO THE MARINE'S RECORD, COMMANDERS WILL RUN THE APPROPRIATE UNIT DIARY FOR TTC 119 PER PAR 30304(3)(B) OF REF (G).

D. THIS MESSAGE SHALL NOT BE USED BY COMMANDERS AS AUTHORITY TO CANCEL AND RECALL THOSE MARINES WHO HAVE DEPARTED ON TERMINAL LEAVE. THE RECALL OF THESE INDIVIDUALS TO SUPPORT OPERATION ENDURING FREEDOM WILL BE ACCOMPLISHED BY HQMC AS NEEDED.

E. LOCAL COMMANDERS WILL RE-ISSUE MILITARY IDENTIFICATION CARDS FOR MARINES AND THEIR FAMILIES WITH AN EXPIRATION DATE SIX MONTHS BEYOND THE ORIGINAL EXPIRATION DATE FOR THOSE AFFECTED BY THIS POLICY. FOR THOSE MARINES RELEASED PRIOR TO THIS DATE, LOCAL COMMANDERS WILL FOLLOW ID CARD COLLECTION POLICIES FOR NORMAL EARLY RELEASE AS OUTLINED IN REF (F).

5. RESERVE APPLICABILITY. THIS BULLETIN IS APPLICABLE TO THE MARINE CORPS RESERVE.
