Overseas Tour Extension Incentive Program

The Overseas Tour Extension Incentive Program (OTEIP) is the new name for the Overseas Extension Incentive Program. The OTEIP is designed to improve personnel retention and enhance unit readiness by providing longer tour stabilization and turn-around time (TAT) in continental U.S. CONUS.

Implemented 1 Mar 81, the OTEIP provides incentives to soldiers in certain MOS/rank combinations to encourage foreign service tour extension outside the continental U.S. (OCONUS). Soldiers extending their OCONUS tour for a minimum of one year may choose one of the following:

o Special pay of $80.00 per month, or

o 30 days non-chargeable leave, or

o 15 days non-chargeable leave and round-trip transportation to CONUS and teturn for soldier only, or

o $2,000 lump sum (specific MOSs).

Originally designed for all soldiers serving in space imbalanced MOS (SIMOS) and/or MOS with CONUS TAT of less than 24 months. The program was adjusted to permit more precise target identification. Current application is as follows:

o SIMOS by grade

o MOS/grade combinations which are either short or hard to fill outside continental U.S.

o MOS with CONUS TAT of less than 24 months.
