"Stop Loss" is a program which allows the service to temporarily halt all separations and retirement during times of war, deployments, or National Emergency. The Air Force has issued a "Stop Loss" in conjunction with the "War on Terrorism." Below is the second message issued concerning the Stop Loss Program for the Air Force. This message extends the initial program to 30 April 2002.

Note: The below message terminates Air Force Stop Loss, effective 2 Aug 2002, for all Air Force members EXCEPT those who are CURRENTLY deployed in support of OPERATIONS NOBLE EAGLE/ENDURING FREEDOM and related operations. The STOPLOSS for those deployed individuals will terminate upon return from deployment.

STOP LOSS IS MODIFIED EFFECTIVE 2 AUG 02. THIS MESSAGE IS IN FIVE PARTS. STOP LOSS REMAINS IN EFFECT FOR PERSONNEL WHO ARE DEPLOYED AS OF THE DATE OF THIS MESSAGE IN SUPPORT OF OPERATIONS NOBLE EAGLE/ENDURING FREEDOM OR RELATED OPERATIONS AND WILL REMAIN SUBJECT TO STOP LOSS AS LONG AS THEY ARE DEPLOYED. PLEASE NOTE THIS APPLIES TO ALL PERSONNEL REGARDLESS OF THEIR APPROVED RETIREMENT/SEPARATION DATE. AFSLMO/CMOB WILL HANDLE STOP LOSS ACTIONS FOR COLONELS ON AN INDIVIDUAL BASIS. THIS SUPPLEMENTS REF MSGS C, D, F, H, AND J ABOVE AND PROVIDES GUIDANCE ON PERSONNEL POLICY TO ASSIST IN PROVIDING PERSONNEL SUPPORT FOR AIR FORCE MEMBERS AFFECTED BY STOP LOSS.

PART ONE: CRITERIA FOR RELEASE:

1. THE CRITERIA FOR RELEASED PERSONNEL IS AS FOLLOWS:

A. PERSONNEL WITH A PREVIOUSLY APPROVED RETIREMENT OF 1 MAR 02 OR EARLIER CANNOT FINAL OUTPROCESS ANY EARLIER THAN 1 SEP 02. PERSONNEL WITH A PREVIOUSLY APPROVED SEPARATION OF 31 MAR 02 OR EARLIER CANNOT FINAL OUTPROCESS ANY EARLIER THAN 1 SEP 02.

B. PERSONNEL WITH A PREVIOUSLY APPROVED RETIREMENT OF 1 APR 02 THROUGH 30 SEP 02 CANNOT FINAL OUTPROCESS ANY EARLIER THAN 1 OCT 02. PERSONNEL WITH A PREVIOUSLY APPROVED SEPARATION OF 2 APR 02 THROUGH 30 SEP 02 CANNOT FINAL OUTPROCESS ANY EARLIER THAN 1 OCT 02.

C. PERSONNEL WITH A PREVIOUSLY APPROVED SEPARATION/RETIREMENT OF 1 OCT 02 OR LATER WILL NOT FINAL OUTPROCESS EARLIER THAN 1 OCT 02.

2. IN ORDER TO AFFORD MEMBERS ENOUGH TRANSITION TIME, MEMBERS MAY REQUEST TO EXTEND THEIR RETIREMENT/SEPARATION DATE IAW THIS MESSAGE TO NO LATER THAN 31 JAN 03, (CRITERIA FOR DEPLOYED PERSONNEL ARE ADDRESSED BELOW). MEMBERS MAY ONLY EXTEND RETIREMENT/SEPARATION DATE TO 31 JAN 03; IF AN INDIVIDUAL DESIRES TO REMAIN ON ACTIVE DUTY BEYOND THE PERIODS INDICATED ABOVE, THEY MUST REQUEST WITHDRAWAL OF THEIR RETIREMENT OR SEPARATION.

3. ENLISTED PERSONNEL MUST BE OTHERWISE ELIGIBLE FOR VOLUNTARY EXTENSION UNDER AFI 36-2606, REENLISTMENT IN THE UNITED STATES AIR FORCE, TABLE 4.1, RULE 28.

4. MEMBERS MAY REQUEST TO WITHDRAW THEIR SEPARATION/RETIREMENT DATE IAW GOVERNING DIRECTIVES AND THIS MESSAGE, TO INCLUDE THOSE WHO PREVIOUSLY DECLINED AN ASSIGNMENT.

A. MEMBERS ASSIGNED OVERSEAS AND OFFICERS WHO DESIRE TO WITHDRAW THEIR RETIREMENT/SEPARATION DATE MUST REFER TO PART FOUR, PARA D, OF THIS MESSAGE FOR FURTHER INSTRUCTIONS.

B. OFFICERS WITH A MANDATORY DOS DUE TO PROMOTION DEFERMENT ARE NOT AUTHORIZED TO WITHDRAW THEIR RETIREMENT/SEPARATION.

5. ENLISTED MEMBERS WHO ARE HYT RESTRICTED AND DESIRE TO REMAIN ON ACTIVE DUTY PAST THEIR HYT DATE MUST SUBMIT A REQUEST TO WITHDRAW THEIR RETIREMENT/SEPARATION WITH THE HYT EXTENSION PACKAGE IAW AFI 36-3203, SERVICE RETIREMENTS, PARA 2.20.

6. DEPLOYED PERSONNEL WILL CONTINUE TO BE AFFECTED BY STOP LOSS UNTIL THEY RETURN TO THEIR HOME STATION. DEPLOYED PERSONNEL SHOULD NOT BE RETURNED TO HOME STATION BEFORE THEIR ROTATION DATE.

7. RETIRING INDIVIDUALS AND OFFICERS SEPARATIONS RELEASED FROM THIS AND PREVIOUS STOP LOSS MESSAGES WHO HAVE NOT SUBMITTED A LETTER OF INTENT WITHIN 30 DAYS OF RELEASE OF THIS MESSAGE WILL HAVE THEIR RETIREMENT/SEPARATION OFFICIALLY CANCELLED. THOSE MEMBERS WILL HAVE TO RE-ESTABLISHED THEIR RETIREMENT/SEPARATION DATE IAW GOVERNING DIRECTIVES.

A. MEMBERS WHO HAD A SEPARATION/RETIREMENT BY AN ASSIGNMENT DECLINATION AND HAVE NOT MADE AN ELECTION WITHIN 30 DAYS OF RELEASE OF THIS MESSAGE WILL HAVE A RETIREMENT/SEPARATION DATE ESTABLISHED BY AFPC SEPARATION/RETIREMENTS.

B. MEMBERS WITH ESTABLISHED HYT AND MANDATORY SEPARATION/RETIREMENT DATES WHO HAVE YET TO MAKE THEIR ELECTION UNDER PREVIOUSLY RELEASED MESSAGES WILL ALSO HAVE A DATE ESTABLISHED BY AFPC SEPARATIONS/RETIREMENTS.

PART TWO: PROCESSING INSTRUCTIONS FOR MEMBERS/COMMANDERS/MPFS

1. MEMBERS RELEASED MUST COMPLETE THE LETTER OF INTENT INDICATING THEIR OPTION. THE LETTER OF INTENT MUST BE APPROVED/SIGNED BY THE MEMBER'S IMMEDIATE COMMANDER AND PROVIDED TO THE MPF. COMMANDERS CANNOT ACCELERATE OR APPROVED AN EARLIER DATE THAN REQUESTED BY THE MEMBER. THE SIGNED MEMORANDUM MUST BE FILED IN THE MEMBER'S UPRG WITH THE APPROPRIATE SEPARATION/RETIREMENT FORM. HQ AFPC/DPSFM WILL PROVIDE A SAMPLE OF THE MEMORANDUM TO MPFS.

2. MEMBERS MUST TAKE INTO CONSIDERATION TERMINAL LEAVE AND PERMISSIVE TDY (IF AUTHORIZED) WHEN ELECTING RETIREMENT/SEPARATION DATES. MULTIPLE EXTENSIONS OR ELECTIONS WILL NOT BE ACCEPTED. IN ADDITION, MEMBERS WILL NOT BE GRANTED ADDITIONAL EXTENSIONS UNDER THE SEPARATION/RETIREMENT AFI PROVISIONS. THE LETTER OF INTENT WILL BE USED FOR THOSE INDIVIDUALS WHO HAVE A CANCELLED/DISAPPROVED SEPARATION/RETIREMENT DATE ON FILE. ALL OTHER MEMBERS WHO HAVE NOT PREVIOUSLY APPLIED FOR RETIREMENT/SEPARATION, MUST APPLY USING THE APPROPRIATE FORMS IAW GOVERNING DIRECTIVES.

3. PERSONNEL CURRENTLY DEPLOYED SHOULD CONTACT THEIR MPF RETIREMENT/SEPARATIONS SECTION IMMEDIATELY UPON RETURN FROM DEPLOYMENT, TO ELECT ONE OF THE OPTIONS BELOW. AGAIN, DEPLOYED PERSONNEL SHOULD NOT BE RETURNED TO HOME STATION BEFORE THEIR ROTATION DATE.

A. UPON RETURN, MEMBERS MAY ELECT TO EXTEND THEIR RETIREMENT/SEPARATION DATE UP TO 5 MONTHS AFTER THEIR DEPLOYMENT RETURN DATE, TO INCLUDE THOSE MEMBERS APPROVED, WHO PREVIOUSLY DECLINED AN ASSIGNMENT, OR ARE HYT RESTRICTED. FOR RETIREMENTS, MEMBERS MUST RETIRE ON THE FIRST DAY OF THE MONTH FOLLOWING THE 5-MONTHS EXTENSION. FOR EXAMPLE: MEMBERS DEPLOYMENT RETURN DATE IS 2 SEP 02, 5-MONTHS EXTENSION WILL BE 2 FEB 03, MEMBERS RETIREMENT EFFECTIVE DATE WILL BE 1 MAR 03.

B. MEMBERS MAY REQUEST TO WITHDRAW THEIR APPROVED RETIREMENT/SEPARATION IAW THIS GUIDANCE MESSAGE. DEPLOYED MEMBERS WHO CHOOSE THIS OPTION MUST REFER TO PART ONE, PARAGRAPHS 3, 4, 4A, AND 4B ABOVE.

C. COMMANDERS OVERRIDE:

AS OF 2 AUG 02, STOP LOSS IS NO LONGER IN EFFECT AND COMMANDERS NO LONGER HAVE AUTHORITY TO RETAIN A MEMBER INVOLUNTARILY UNDER STOP LOSS. MEMBERS WHO HAVE BEEN RELEASED UNDER THIS MESSAGE BUT ARE SCHEDULED TO DEPLOY MUST BE AFFORDED THE OPPORTUNITY TO SEPARATE/RETIRE AND MUST MAKE THEIR INTENT KNOWN BY THE SUSPENSE DATE ESTABLISHED IN THE MESSAGE.

PART THREE: SUSPENSES FOR ACCOUNTABILITY AND REPORTING:

1. HQ AFPC/DPPR/DPSFM WILL PROVIDE EACH MPF WITH DISCOVERER WORKBOOKS AND INSTRUCTIONS TO IDENTIFY PERSONNEL RELEASED FROM STOP LOSS. INSTRUCTIONS ARE PROVIDED IN THE ATTACHED "DISCOVERER/EXCEL INSTRUCTIONS."

2. MPF RETIREMENT/SEPARATION SECTION - YOUR PSM HAS BEEN SHARED THE DISCOVERER WORKBOOKS AND IS RESPONSIBLE TO RUN THE CURRENT SHARED WORKBOOKS AND EXPORT TO AN EXCEL ROSTER. SEE ATTACHED "DISCOVERER/EXCEL INSTRUCTIONS" FOR COMPLETING AND ANNOTATING ROSTERS.

3. MPF SUSPENSE FOR THE ROSTERS IS NLT COB, 15 AUG 02. ENSURE MILPDS HAS BEEN UPDATED PRIOR TO SUBMISSION OF ROSTERS.

4. IT IS IMPERATIVE MPFS MEET THE ABOVE SUSPENSE DATES. COMPLETED ROSTER MUST BE EMAILED TO RETSEPSYS@RANDOLPH.AF.MIL NO LATER THAN THE SUSPENSE DATES ESTABLISHED ABOVE. IT IS ALSO THE MPFS RESPONSIBILITY TO UPDATE AND MONITOR MILPDS FOR EACH MEMBER ON THEIR ROSTER BY CHECKING THE RETIREMENT/SEPARATION APPLICATION SCREEN. ONCE AN APPROVAL DATE IS UPDATED, RETIREMENT ORDERS WILL PRODUCE WITHIN 3 DAYS. IF ORDERS FAIL TO PRODUCE, YOUR PSM MUST SUBMIT A REMEDY TICKET. ONCE REMEDY TICKET IS SUBMITTED, NOTIFY AFPC.DPPRR@RANDOLPH.AF.MIL WITH THE REMEDY TICKET NUMBER, MEMBERS NAME, SSN, AND RETIREMENT DATE.

PART FOUR: PERSONNEL PROGRAM MANAGEMENT

A. RETIREMENT/SEPARATION ACTIONS:

1. THE BASE-LEVEL SEPARATION AUTHORITY WILL APPROVE ENLISTED SEPARATIONS (WHEN APPLICABLE) IAW AFI 36-3208, ADMINISTRATIVE SEPARATION OF AIRMEN.

2. MEMBERS WHO HAVE BEEN APPROVED FOR PREGNANCY DISCHARGE/RELEASE AND THE EXPECTED DATE OF DELIVERY HAS PASSED OR IS ON OR BEFORE 1 OCT 02, WILL SEPARATE AS SOON AS POSSIBLE BUT NO LATER THAN 30 AUG 02 PROVIDED THEY ARE MEDICALLY QUALIFIED. THESE ARE THE ONLY MEMBERS ALLOWED TO DEPART ON TERMINAL LEAVE BEFORE 1 SEP 02. MEMBERS NOT MEDICALLY QUALIFIED WILL SEPARATE AS SOON AS MEDICALLY CLEARED FOR SEPARATION. A MEMBER WITH AN APPROVED PREGNANCY DISCHARGE/RELEASE AND THE EXPECTED DATE OF DELIVERY IS 2 OCT 02 OR LATER WILL SEPARATE ON THEIR APPROVED DOS. IF THE APPROVED DOS HAS PASSED, THEN THE MEMBER WILL SEPARATE NO LATER THAN 30 DAYS PRIOR TO THE EXPECTED DELIVERY DATE.

3. RELEASED ENLISTED MEMBERS WHO WERE PREVIOUSLY APPROVED FOR EARLY SEPARATION WILL HAVE THEIR SEPARATION REINSTATED AND ELECT A DATE OF SEPARATION IAW WITH PART TWO, PARA B ABOVE. THE SPD CODE FOR ENLISTED MEMBERS SEPARATING ON OR AFTER THEIR ORIGINAL DOS/ETS WILL BE "KBK" OR "MBK" COMPLETION (EXPIRATION TERM SERVICE) AS APPROPRIATE.

4. MAJCOM/MPF GUIDANCE FOR WAIVER APPLICATIONS: CEASE PROCESSING ALL WAIVER APPLICATIONS. MAJCOMS WILL RETURN WITHOUT ACTION ALL WAIVER REQUESTS ON RELEASED AFSCS.

5. GUIDANCE/INSTRUCTIONS FOR PENDING STOP LOSS WAIVER APPLICATIONS CURRENTLY BEING PROCESSING AT HQ AFPC AS OF 6 AUG 02 ARE HEREBY RETURNED WITHOUT ACTION. MPFS MUST CONTACT EACH MEMBER TO COMPLETE A LETTER OF INTENT.

6. MPFS MUST ENSURE MEMBERS COMPLETE ALL MANDATORY OUT PROCESSING ACTIONS TO INCLUDE COMPLETION OF THE DD FORM 2648, PRE-SEPARATION COUNSELING CHECKLIST, AND AFI 36-3203, ATTACHMENT 7, FOR RETIREMENTS.

B. GUIDANCE FOR NEW RETIREMENT/SEPARATION APPLICATIONS:

1. MPFS MUST RESUME NORMAL PROCESSING PROCEDURES TO INCLUDE UPDATING MILPDS. MPF RETIREMENT SECTION MUST USE APPROPRIATE WAIVER AND SPECIAL PROGRAM ID CODES WHEN REQUESTING RETIREMENT IN SYSTEM. NOTE: NOTIFICATION WAIVERS (120 DAYS FOR RET/180 DAYS FOR SEP) WILL NOT BE CONSIDERED. MEMBERS WHO WISH TO RETIRE OR SEPARATE MUST GIVE NOTIFICATION WITHIN THE GUIDELINES ESTABLISHED.

2. MPFS MUST PROVIDE TMO WITH A COPY OF THIS MESSAGE. MPFS WILL AMEND THE SEPARATION ORDERS FOR THOSE INDIVIDUALS PREVIOUSLY APPROVED FOR HHG/DEPENDENT TRAVEL WAIVERS TO COINCIDE WITH CURRENT APPROVED SEPARATION DATES.

C. EXTENSION OF ENLISTMENT FOR RETIREMENT/SEPARATION PROCESSING AND TERMINAL LEAVE:

AIRMEN MAY BE EXTENDED USING THE SAME PROCEDURES AS OUTLINED IN REF D MESSAGE ABOVE, PART TWO, PART B2. MPFS WILL UPDATE REASON CODE "1", NUMBER OF MONTHS, AND SOURCE DOCUMENT "FK". WHEN UPDATING THE EXTENSION PERIOD, DO NOT EXTEND THE DOS FURTHER THAN REQUIRED TO COINCIDE WITH THE MEMBERS' REQUESTED SEPARATION/RETIREMENT DATE. INVOLUNTARY EXTENSION SHOULD NOT BE USED WHEN THE MEMBER IS ELIGIBLE FOR AND ELECTS REENLISTMENT/VOLUNTARY EXTENSION. MPFS HAVE THE CAPABILITY TO INVOLUNTARY EXTEND INDIVIDUALS UP TO 6 MONTHS. HOWEVER, FOR DEPLOYED PERSONNEL ONLY MPFS MAY INVOLUNTARILY EXTEND A MEMBER UP TO 12 MONTHS TO COVER THE PERIOD OF DEPLOYMENT AND RETURN.

D. PROMOTIONS GUIDANCE: PROMOTION RULES WILL REVERT TO THE GOVERNING AFIS FOR ALL FUTURE CYCLES.

E. OFFICER AND ENLISTED ASSIGNMENTS GUIDANCE:

1. OFFICER ASSIGNMENTS: AN OFFICER WHO HAS A REQUEST PENDING, WHO ELECTED SEPARATION OR RETIREMENT RATHER THAT PCS, OR WHO HAS AN APPROVED DOS OR RETIREMENT DATE ESTABLISHED DUE TO ASSIGNMENT DECLINATION, MAY REQUEST UNCONDITIONAL WITHDRAWAL. APPROVAL OF WITHDRAWAL WILL BE BASED UPON MANNING AND THE OVERALL BEST INTEREST OF THE AIR FORCE. IF WITHDRAWAL IS APPROVED, THE OFFICER'S DOS WILL REVERT BACK TO WHAT IT WAS IMMEDIATELY PRECEDING THEIR ASSIGNMENT DECLINATION. FOR EXAMPLE, AN OFFICER WHO HAD AN INDEFINITE DOS PRIOR TO ASSIGNMENT DECLINATION WOULD REVERT BACK TO AN INDEFINITE DOS. FURTHER, AN OFFICER WHO RECEIVES APPROVAL OF A REQUEST FOR WITHDRAWAL IS NOT AUTHORIZED ANOTHER ASSIGNMENT DECLINATION IN CONNECTION WITH THE FIRST EVENT FOLLOWING APPROVAL OF WITHDRAWAL WHEN SELECTION IS WITHIN 12 MONTHS OF THE WITHDRAWAL APPROVAL DATE. WHEN SELECTION FOR AN EVENT IS AFTER 12 MONTHS FROM THE WITHDRAWAL DATE, AN OFFICER MAY AGAIN EXERCISE THE ASSIGNMENT DECLINATION. (EXAMPLE, CAPT SMITH DECLINED A PREVIOUS ASSIGNMENT BUT NOW WANTS TO REMAIN ON ACTIVE DUTY. IF THE ASSIGNMENT TEAM RECOMMENDS APPROVAL OR WITHDRAWAL BASED ON MANNING AND WITHDRAWAL IS IN THE OVERALL BEST INTERESTS OF THE AIR FORCE, THEN CAPT SMITH CANNOT DECLINE THE ASSIGNMENT IN CONJUNCTION WITH THE SELECTION FOR AN EVENT FOR 12 MONTHS AFTER APPROVAL OF WITHDRAWAL.) WITHDRAWAL REQUESTS ARE SUBMITTED THROUGH NORMAL SEPARATION/RETIREMENT CHANNELS.

2. ENLISTED ASSIGNMENTS: AN AIRMEN WHO HAS A REQUEST FOR RETIREMENT OR REQUESTED RETIREMENT RATHER THAT PCS MAY REQUEST UNCONDITIONAL WITHDRAWAL. SUBMIT THE REQUEST THROUGH THE MEMBERS' COMMANDER FOR A RECOMMENDATION TO THE MPF/DPMAR. THE MPF WILL FORWARD TO HQ APFC/DPPRR. APPROVAL OF WITHDRAWAL WILL BE BASED UPON MANNING AND THE OVERALL BEST INTEREST OF THE AIR FORCE. IF WITHDRAWAL IS APPROVED, THE DOS WILL REVERT BACK TO WHAT IT WAS IMMEDIATELY PRECEDING THE REQUEST FOR ASSIGNMENT DECLINATION AND THE MEMBER BECOMES ELIGIBLE FOR REASSIGNMENT TO ANY REQUIREMENT FOR WHICH HE/SHE HAS OR CAN OBTAIN RETAINABILITY. FOLLOWING APPROVAL OF WITHDRAWAL, THE SAME 12-MONTH RESTRICTION APPLIES AS DESCRIBED IN PARAGRAPH C1 ABOVE.

3. OFFICERS AND ENLISTED PERSONNEL REQUESTING WITHDRAWAL OF THEIR RETIREMENT/SEPARATION WHO ARE ASSIGNED OVERSEAS MUST OBTAIN 12 MONTHS RETAINABILITY FROM THEIR REQUESTED DEPARTURE MONTH AND PROVIDE PREFERENCES FOR ASSIGNMENT CONSIDERATION. EMAIL ASSIGNMENT PREFERENCES TO AFPC.DPAPP@RANDOLPH.AF.MIL (FOR OFFICERS) AND AFPC.DPAAS3@RANDOLPH.AF.MIL (FOR ENLISTED). IF THE DEROS IS EXPIRED, PROVIDE THE DATE MEMBER REQUESTS TO DEPART O/S AREA.

4. OFFICER/ENLISTED PERSONNEL ASSIGNED OVERSEAS REQUESTING A RETIREMENT/SEPARATION DATE, WHOSE DEROS HAS EXPIRED, DO NOT NEED TO READJUST THEIR DEROS.

PART FIVE: ADDITIONAL GUIDANCE:
