Functional area description. Identifies those positions involved with, and those officers qualified in, the planning, directing and integrating of military and civilian personnel management, human resource development and military community enhancement programs in support of organizational and installation missions. Advises commanders on all matters pertaining to management, distribution, utilization, development and support of military and civilian personnel and their family members. Supervises managers of Equal Opportunity and other human resource development programs. Supervises managers of drug and alcohol abuse programs.
Functional area qualification. DA Pam 600-3 lists qualifications for entry and professional development in the functional area.
Personnel Programs Management Staff (41A).
Description of duties. Identifies personnel generalist positions in TOE and TDA units at Brigade level and above (Battalion Level in Special Operations Aviation) concerned with formulation of personnel plans, policies and procedures and integration of the personnel services support systems human resource development, religious activities management, maintenance of discipline, law and order, provisions for health services and headquarters management. At the DA and MACOM level, assess the need for, and the formulation of plans and policies to provide community support services to soldiers, family members and civilian employees.
Special qualifications. None.
Special grading of positions.
(a) For positions coded CPT and above.
(b) S1 of the SOA Assault Helicopter Battalion will be graded MAJ.
Unique duty positions.
(a) Brigade S1.
(b) Assistant Chief of Staff, G1 (Corps).
(c) Assistant Chief of Staff, Personnel (ADCSPER).
(d) Deputy Chief of Staff, Personnel (DCSPER).
(e) Personnel Staff at Community/Installation, Division, Corps, MACOM or DA level.
(f) Selective Service Officer.
(g) S1 of the SOA Assault Helicopter Battalion, Medium Helicopter Battalion and Aviation Battalion.
