Functional area description. Encompasses positions which require the application of foreign area expertise, political-military awareness, foreign language proficiency, and professional military knowledge and experience with military activities having an economic, social, cultural, or political impact. Foreign Area Officers (FAO) serve as attaches; security assistance officers; political-military operations, plans, and policy officers; political-military intelligence staff officers; liaison officers to foreign military organizations; and service school instructors. AR 310-49 restricts the use of these codes without prior approval of HQDA (DAMO­SSF). These positions require graduate-level degrees in area studies or a closely related discipline and completion of overseas regional training or the equivalent.

Functional area qualification. DA Pam 600-3 lists qualifica­tions for entry and professional development in this area.

Foreign Area, General (48A).

Description of duties. This code is to be used only to identify positions which require a qualified FAO, but do not require an officer with expertise in a specific region. Example: staff chief who supervises FAOs with expertise in different regions.

Special qualifications. None.

Special grading of positions. For positions graded MAJ and above.

Unique duty positions. None.

Latin America (48B).

Description of duties. Positions which require a FAO with expertise, regional training and language qualifications in the Latin America region.

Special qualifications. Must be proficient in one of the following languages:

(a) Spanish.

(b) Portuguese.

Special grading of positions. For positions graded MAJ and above.

Unique duty positions. None.

Europe (48C).

Description of duties. Positions which require a FAO with expertise, regional training and language qualifications in the European region.

Special qualifications. Must be proficient in one of the following languages:

(a) Albanian.

(b) Bulgarian.

(c) Czech.

(d) Dutch.

(e) Danish.

(f) Finnish.

(g) French.

(h) German.

(i) Greek.

(j) Hungarian.

(k) Italian.

(l) Lithuanian.

(m) Norwegian.

(n) Polish.

(o) Portuguese.

(p) Romanian.

(q) Serbo-Croatian.

(r) Slovene.

(s) Spanish.

(t) Swedish.

Special grading of positions. For positions coded CPT and above.

Unique duty positions. None.

South Asia (48D).

Description of duties. Positions which require an FAO with expertise, regional training and language qualifications in the South Asia region.

Special qualifications. Must be proficient in one of the following languages:

(a) Urdu.

(b) Hindi.

Special grading of positions. For positions graded MAJ and above.

Unique duty positions. None.

Eurasia (48E).

Description of duties. Positions which require an FAO with expertise, regional training and language qualifications in the Eurasian region.

Special qualifications. Must be proficient in one of the following languages:

(a) Belorussian.

(b) Persian (Tadzhik).

(c) Russian.

(d) Turkic (Kazakh, Uzbek).

(e) Ukrainian.

Special grading of positions. For positions coded MAJ and above.

Unique duty positions. None.

China (48F).

Description of duties. Positions which require an FAO with expertise, regional training and language qualifications in the China region.

Special qualifications. Must be proficient in the Chinese languages:

Mideast/North Africa (48G).

Description of duties. Positions which require an FAO with expertise, regional training and language qualifications in the Mideast/North Africa region.

Special qualifications. Must be proficient in one of the following languages:

(a) Arabic.

(b) Turkish.

(c) Persian.

(d) French.

Special grading of positions. For positions graded MAJ and above.

Unique duty positions. None.

Northeast Asia (48H).

Description of duties. Positions which require an FAO with expertise, regional training and language qualifications in the North-east Asia region.

Special qualifications. Must be proficient in one of the following languages:

(a) Japanese.

(b) Korean.

Special grading of positions. For positions graded MAJ and above.

Unique duty positions. None.

Southeast Asia (48I).

Description of duties. Positions which require an FAO with expertise, regional training and language qualifications in the South-east Asia region.

Special qualifications. Must be proficient in one of the fol­owing languages:

(a) Thai.

(b) Lao

(c) Indonesian.

(d) Burmese.

(e) Kymer.

(f) Vietnamese

(g) Tagalog.

Special grading of positions. For positions coded MAJ and above.

Unique duty positions. None.

Africa, South of the Sahara (48J).

Description of duties. Positions which require an FAO with expertise, regional training and language qualifications in the Africa, South of the Sahara.

Special qualifications. Must be proficient in one of the following languages:

(a) French.

(b) Afrikaans.

(c) Swahili.

(d) Somali.

(e) Amharic.

(f) Portuguese.

Special grading of positions. For positions coded MAJ and above.

Unique duty positions. None.
