This instruction describes how to evaluate service members who are not worldwide qualified due to a medical or physical defect and the administrative matters dealing with a medical evaluation board (MEB). It outlines procedures for establishing, preparing, and conducting competency, sanity, and MEBs, and how to complete the after-board actions.
