Definition: (DOD) A concept that connotes.

a. any plan, arrangement, or process, resting upon explicit or implicit international agreement, governing any aspect of the following, the numbers, types, and performance characteristics of weapon systems (including the command and control, logistics support arrangements, and any related intelligence-gathering mechanism), and the numerical strength, organization, equipment, deployment, or employment of the Armed Forces retained by the parties (it encompasses disarmament).

b. on some occasions, those measures taken for the purpose of reducing instability in the military environment.
