I have not yet get the right answer, but this is more like a question rather than a comments. The Bah here at 94043 decreased for personnel signing in their unit after Jan 1 2006, but personnel signed before the date get to keep their Bah to the higher rate. My question is that I am moving from Government housing to Peivate housing that require us to pay monthly basis. With the Bah I am going to receive the rate at 2005 or after Jan 1 2006. The cost of living here in this zip code or county did not decrease. Why did the government decrease our BAH entitlements?

Each year, DoD conducts surveys in all the areas where their are military bases to determine the average housing (rental) costs in that particular area.

If BAH rates go down, it means that the survey has found that the average rental costs have decreased. You may not think it has, but I can guarantee that — if the rates went down — that means the survey conducted showed that average rental costs in that area have decreased since the last year’s survey.

Those who are already receiving BAH when there is a decrease are “grand-fathered.” However, you will likely be under the new rates, because it’s pretty much the same as someone who is newly arriving PCS.

The death of a human is never good, but the killing of the top terrorist can only allow the new Iraqi government to have better control of the country. I pray that Irag will continue their democratic government and continue to move toward a peaceful Iraq.
